On 19 May 2025, the Financial Services Authority of Indonesia (OJK) issued Circular Letter No. 7/SEOJK.05/2025, outlining a new set of rules for how health insurance products should be structured and managed. This Circular Letter builds on the changes introduced under POJK No. 36/2024 and is part of OJK’s broader effort to strengthen governance and improve risk management in the health insurance industry, most notably through the introduction of a mandatory risk-sharing scheme with policyholders.

The new rules will come into effect on 1 January 2026, giving insurers several months to review and adjust their products, partnerships and operational systems to comply with the new requirements.
